The criminal justice system has an evidence gap. Prosecutors have crime labs, forensic analysts, and virtually unlimited budgets for expert witnesses. Public defenders—who represent roughly 80% of criminal defendants—have none of these resources.
Body camera footage is now present in the majority of criminal cases, but public defenders lack the tools and time to analyze it effectively. A private defense firm can hire a video forensics expert for $5,000 per case. A public defender carrying 200 active cases cannot.
Today, we are launching the FrameCounsel Public Defender Program to close that gap.
Qualifying public defender offices receive:
The program is open to:
We are also exploring partnerships with state indigent defense commissions to make FrameCounsel available as a standard-issue tool for appointed counsel.
Applications are now open. To apply, visit our Public Defender Program page or contact us directly at defenders@framecounsel.com. We review applications on a rolling basis and aim to respond within five business days.
FrameCounsel exists because we believe the defense deserves better tools. That mission rings hollow if the attorneys who need those tools most—the ones representing people who cannot afford private counsel—are priced out.
Forensic video analysis should not be a luxury. It should be a standard part of every criminal defense practice. This program is our commitment to making that a reality.
Every defendant deserves to know what the footage actually shows. We are here to make sure their attorneys can find out.
We're launching FrameCounsel—a new kind of forensic video analysis tool built exclusively for criminal defense teams.
